Does playing Lotus Bloom after the last time counter comes off trigger Mishra's effect?
Yes. Playing a spell with suspend works as normal except that you don't have to pay the mana cost of the spell (so the spells with {} mana cost can still be played because you don't have to pay the cost) and that since the effect makes you play it when the last counter is removed normal timing rules for when you are allowed to play artifacts, sorcerires, and creatures don't apply to the suspend spell when it is played in that way. It still counts as playing the spell and thus Mishra's ability will trigger if you have one in play when the Lotus Bloom is played.
