When creatures come into play from Phasing effects, or Suspend, they have Haste.

if a creature comes into play from an RFG zone (in this case, Safe Haven in a T1 Casual game), do those creatures have haste?

are Phasing and Suspend the exception to the Summoning Sickness rule? (other than creatures with built-in haste?)

My answer is Phasing and Suspend are exceptions, from my knowledge of the Comp.Rules.  But I don't know for sure, and I killed my MWS opponent with Living Plane (all lands are 1/1) and he played Safe Havent( dudes can be hidden away safe in RFG zone until some future upkeep.).

The suspend ability specifically gives creatures played that way haste.  Rules for phasing state that when a permanent phases in, it can attack and tap "as though it had haste."

Other abilities that put a creature into play don't give that creature haste unless something specifically says they do.
