Players can't spend more mana each turn than the number of lands they control.
Each spell that would cost less than its mana cost to play costs its mana cost to play.
If a permanent that wasn't played from a player's hand would come into play, remove it from the game instead.
If a spell or ability would put a card into its controller's hand, remove it from the game instead.

The first and biggest question about this is whether it would fit on a card. My guess is "unfortunately not".

The second question is whether a player's draw step counts as a spell or ability controlled by that player -- if so, the last line needs to be modified.

I think the intention of the card is pretty clear. What sort of things can you still abuse under it? Exploration, Vampiric Tutor, Volrath's Shapeshifter... what else? In any case, this shuts off the vast majority of shenanigans. Given this, it's also very powerful; just how much so, I'm not certain. Lots of colored mana in a card's cost is generally discouraged, but it's a fine tool when used sparingly. This card here is very flavorful and almost the iconic card for White, so I think it's warranted. (It's also Legendary for the same reason). The better question in my mind is how much white mana it should cost. I ballparked it at four for now, because Invoke Prejudice is cool.

(Also, what sort of things could you abuse with it? The Hunted creatures and their ilk come to mind, for one...)

General gut instict.  I think this card is a bit too harsh.  Harsh cards are often translated into "Un-fun."   It's a single card that hoses a huge amount of cards/effects that are popular to competative play.  It also has a very sinister Trinisphere feel to it.  All in all, I think it does too much - and the cost is likely far to low.


I think the best option would be to split this card into several cards, also that way the entire effect would cost "more" but without costing it out of play by making a sing card cost {4} {W} {W} {W}.

The mana based on lands seems extremely powerful.  It not only hoses moxen, but any sort of acceleration at all - as well as any land that taps for more than 1 mana.  Even limited has stuff like Birds of Paradice and Seathing song that are generally "Fair" cards.  I feel like the "Cards cannot cost less than thier mana cost" is a focused hoser that doesn't have too much splash damage onto other "fair" cards. 

There may alos be a problem with flashback cards that are off color.  Look at Ancient Grudge.  {G} is less than {1} {R} ... but it is not clear what it should cost.  {1} {G}{1} {G} {R} ?

Also something like momentary bling ... is {3} {U} less than {1} {W} ??


Lastly, I think it pusnishes token's far to harshly.  Most players would agree that there are plenty of "Fair" token generating abilites.  This basically says: tokens don't come into play.

As far as abusablity is concerned:  Exploration, sure.  The hunted creature - omg yes.  Any sort of land destruction is obviously dangerous.  Something like Sismic Mage would make this card be as danagerous as Trinisphere+CoW+Stripmine.   

Also Annex would be amazingly broken too. 

Momentary bling = RFG target creature.  Ignoring the fact that the flash back cost under this card is ambiguous.

You can still use artifact mana on your opponent's turn.  It makes sorcery speed stuff more unweildly, but judicious play and activated abilities should make it still very possible to get the most out of your artifacts.

The draw effect worries me most.  It shuts down WAY too many cards in blue decks.  Obviously no one is going to pay WWWW for this effect in T1, but do Repeal and Remand really need a kick in the balls in other formats?

It seems like it might be better to split up the effects of the card into multiple, cheaper cards; by the time you can play a spell that costs WWWW, generally if they're doing some silly shenanigans they're going to have done it already. It seems fair at that cost, just kind of narrow.
