Can you Mirari recollect to get back the same recollect being copied by said Mirari? I know it works that way with Cunning and Burning Wish so I'm curious if this loop works with regrowth.

No.  In fact, it doesn't quite work with the wishes.

What happens is you play your spell (regrowth, burning wish, etc.).  Mirari triggers.  The mirari ability resolves first, and you can choose to pay 3 to copy the spell.  The copied spell is put on top of the stack, meaning it resolves before the original.  Now, in the case of wishes, you often have one in your sideboard already.  So the copied version can get that wish, and then the original resolves.  In the case of regrowth, there is no regrowth already in your graveyard (presumably).  If there was one, your copied regrowth could target the graveyard one, and your original regrowth can get you something else.

That's strange because high level pro tour Wake decks used the Cunning Wish loop to generate infinite fogs w/moment's peace and they didn't have a wish in the sideboard. I appreciate your attempt at answering my question but I think you may be incorrect.

He is correct.  Remember that before the spell (or copy) can go on the stack it must have a legal target.  Also Remeber that the regrowth only goes into the yard when it either A) resolves, or B) is countered.  So When you go to put the copy on the stack, the other regrowth is still in the "stack" zone and thus could not be targeted.

In the case of Wishes you would either need to have played a wish at some previous pont in the game -or- have a wish in your board (or techincally have removed one durring the corse of the game in some other way).  Now with the wishes it's slightly different because you get to choose the card as the wish resolves.  However its only at the -end- of the resolution that the card is removed from the game.  Therefor you couldn't use a single wish card to create an infinite loop.

Also note that the Mirari's Wake based decks did not rely heavily on Mirari, but on Mirari's Wake.
Later versions, as seen here http://www.wizards.com/default.asp?x=sideboard/worlds03/t8decks, sometimes cut Mirari entirely.

The previous two posts are correct.  If the deck designer wanted to have infinite recursion, they did sometimes sideboard a Cunning Wish.  It was more  common for the deck to cast Cunning Wish earlier in the game, and then go "infinite" with the second Cunning Wish.

In the future, you should post the oracle text for all cards related to your question.  You can find the oracle text here: http://ww2.wizards.com/gatherer/

Question has been asked and answered, discussion about what Mirari's Wake decks were based on belongs elsewhere.
