I feel like in the sake of complexity .. this should have a limit.

I think something like:

{less cost}
Split Second
If there are only two spells or abilites on the stack, reverse the order of the stack.

I think the world would cease to exsist if this was played in a Solidarity Mirror... which is probably the only deck that could play this card.

Even the ability to rearrange the entire stack is pretty weak; in general, all it really does is counter a counterspell. I'd also make it red instead of blue, just because it could be red, and blue tends to get all of the cool weird effects like this, so it'd be nice to see another color with one for a change. It could work in either though.

I think the cost is too prohibitive.  At 6 mana, you will never have a complicated stack.  If you were going to do it that way, what about something like:

Screwed Up World - 6
Artifact
3, T, Sacrifice this: Split Second: Choose new targets for all effects on the stack, and reorder the stack.


There's a better way to phrase it, but I think that might approach is potentially better.

I costed it at 4UU because Time Stop is costed at 4UU. I felt the two effects were similar enough in scope to cost the same.

However, you have a point. It needs a bit of work.
