It's really powerful to replace the ability entirely, especially considering fetchlands.  It would probably be better as a 2/2 with "Whenever a player searches his or her library, put a +1/+1 counter on ~."

I feel like RG are the only colors this doesn't fit in.  Also, I think that it's a bit strong as it, since it basically gets out of control very quickly.

This seems like a very powerful fetchland/combo hoser; I'm not sure if it is appropriately costed or not. If it really existed, it would probably see play in Vintage simply on the basis of hosing combos and many decks having a hard time getting rid of him, especially without tutors to find their Chain of Vapors. In other formats I'm not sure if he'd be too good or not; he'd certainly have a large impact on Extended.
