Can I fetch Urborg with a polluted delta/bloodstained mire?

If Urborg is out can I fetch any land from my deck similar to the way that tefari lets you find any creture with mystical teachings?

Urborg's ability only applies when it's in play. While in the library, it's just a Legendary Land.

Since it's not a Swamp card in the library, Polluted Delta can't fetch it.

Urborg's ability only affects the lands that are in play.  So Urborg being in play will not affect what lands a polluted delta or bloodstained mire could get.  Teferi/Mystical Teachings is different since Teferi's ability specifically affects "Creature cards you own that aren't in play."

I have Urborg, Tomb of Yawgmoth in play and City of Brass, Do I take damage by using the City?

Yes, because of how City is worded.  On city, if it is tapped for any reason you take a damage because the ability is separate from any mana abilites.

However.  Pain lands like underground river, or ancient tomb -can- avoid the damage.  Becasue those cards have the life loss as part of the activation cost. So with Urborg out your underground river looks like this:
 {Tap}: add  {1}
 {Tap}, Pay 1 life: Add  {B} or  {U}
 {Tap}: add {B}

but your city of brass would still be:


  Whenever ~ becomes tapped, ~ deals 1 damage to you
 {Tap}: add any color
 {Tap}: add  {B}

Yes, you can tap gemstone for  {B} without consuming a counter.

Another interesting point is that city of brass will deal that damage no matter what tapped it, so say tangle wire.  However Forbidden Orchard is an intersting middle ground.  It reads that whenever it is tapped -for mana- you generate the 1/1.  So Orchard does not benefit from Urborg, however Orchard does not generate a 1/1 when it is tapped by tanglewire.

Can you tap Urborg, Tomb of Yawgmoth for  {B} Mana?

Yes. Swamps have the text " {Tap}: add  {B} to your mana pool."
