You know what irks me the most?
That MaRo had the audacity to taint the good name of the Rakdos by including a justification for HoFLong in their article.

I like this card.  It's definitely balanced, since it requires another spell or a combat interaction to really do much of anything.  That said, it is very good at forcing one to carefully consider blocking decisions, which is a function of which I approve.  Finally, jeek, unlike a lot of your creations, this card is simple and doesn't put the rules through the wringer.

Nice card, although a bit too narrow, in my opinion. This card is awesome for limited because it encourages combat planning and mind games, but it's so restricted that it will be dead much of the time and so discourage players from drafting it. There is a limited amount of cost-effect possibilities for Shock variants, and I think this is an interesting area to explore, but it shouldn't be this conditional. Emotional impulsiveness is one of Red's strengths, which translates into fewer play restrictions, especially at common, contrasting against White's rangestrike ability or Black's Assassinate.

Its probably safe as 1 mana or 2 mana cantrip.  Fatal Blow seems about as close to this as I could think.  Maybe inflame.  All in a good common.
