I've recently started getting into vintage after playing only casual and was wondering if some form of white control/Parfait could do well with the current competitive vintage decks (GAT, Flash, Ichorid, etc.).  I've drawn up a quick list that is most likely sub-par. 

Lands

One thing I'm not sure about is if Momentary Blink would remove a face-down creature from the game and then bring it back face-up.  Wing Shards seems like it would do really well.  Storm essentially bypasses counters/Misdirection unless they Stifle, correct? I was thinking about adding the classic Land Tax/Scroll Rack combo and maybe some Mana Tithes.  Perhaps I should cut out Momentary Blink and a few creatures to make room?

It also seems kind of slow for the metagame, any ideas on how to speed it up?

Changing the build completely might speed it up a little.

Here is a list that actually does okay. (Not it does not win tournaments)
This build is very budget friendly.

11 Plains
1 Black Lotus
1 Mox Ruby
1 Mox Jet

2 Goblin Charbelcher
4 Isochron Scepter
4 Scroll Rack
2 Zuran Orb

1 Humility (could be Moat)

1 Seal of Cleansing
4 Land Tax

2 Disenchant
1 Enlightened Tutor

4 Mana Tithe (meta specific hate.  Could be disenchant, Seal of Cleansing, Porphery Nodes or Honor the Fallen)

This deck not terrible in the current meta.  It has floated below competitive levels for many years now.

I reread a bit.  One mistake I made was not mentioning that Disenchant is prehaps most important against Fish because it removes Null Rod.  Rod is a total hoser for this deck.

Also the reason to run a 3rd Belcher and Sacred Mesa in the board is to survive against Jester's Cap and Extirpate.  It sucks to lose to Extirpate on Belcher.  Sacred Mesa is mostly terrible, but it turns out that it is pretty good against Stax and SS which are the decks most likely to play Cap and Extirpate.

Hi there Aikokun.

If you are looking for a White Parfait list, maybe you can try the list submitted by Meadbert. My friend played something similar like that list except that he used 1 Goblin Charbelcher and 1 Sacred Mesa as the win condition, also he used only 3 Scroll Racks. He did not use Isochron Scepters, I think. In the Isochron Scepters' slots and the 1 Scroll Rack slot he used 1 Moat, 1 Replenish, 1 Soldevi Digger that was later changed into 1 Reito Lantern to do a little bit recycling, 1 Tormod's Crypt, and 1 Ivory Mask; if I am not mistaken. 1 of the plains he substituted out for a Serra sanctum. That said, maybe Isochron can have merit in this kind of deck. Feel free to try.
