So yeah. I'm not exactly Mr.CardMaker, but I really like this one. I love Teferi's Response, and I think this is an interesting spin-off. I'm thinking that the CC might be better as U1, as UB makes it look kinda unplayable. What say you?

Wow. That is really strong. Teferi's response is hardly played because it is very narrow....but this is almost a universal ability in Vintage:

Oath of Druids
Dark Confidant
Smokestack
Tanglewire
Quiron Dryad
Ichorid/Bridge/Narcomeba Triggers
Necro
Mana Crypt
Mana Vault
Any Storm Card

Too strong, in my opinion.  It's huge card advantage when it works out - an Ancestral Recall of sorts.  I'd reduce it to just a single cantrip, and maybe even have that be contingent on the ability coming from a permanent.
