Ok, I have two questions:

1) Is the draw step part of the upkeep or is it a separate step?

More specifically, can I use an ability that can be only be used in the upkeep during the draw step? (Eternal Dragon and Shard Phoenix)
I would guess no.

2) While trying to figure out question number 1 I found this:

300.3. When a phase ends (but not a step), any unused mana left in a player’s mana pool is lost. That
player loses 1 life for each one mana lost this way. This is called mana burn. Mana burn is loss of
life, not damage, so it can’t be prevented or altered by effects that affect damage. This game action
doesn’t use the stack. (See rule 406, “Mana Abilities.”)

This would explain why you can float mana in your upkeep step, go to the draw step, draw your card as a non-stack action and then use the mana you have in your mana pool. But since the draw step is a step and not a phase, why does your mana pool empty at the end of that step? Why can I not carry mana from my upkeep step, to the draw step, then to the main phase?

301. Beginning Phase
301.1. The beginning phase consists of three steps, in this order: untap, upkeep, and draw.



So, basically, when your Draw step ends, your beginning Phase also ends and you must empty your mana pool.


And for question 1, no you can't they are separate steps, even thought in the same phase.
