I found an old post regarding this but I just wanted to make sure this was correct, as there was no reply.

Some people don't seem to understand the interaction between a tapped Mana Vault and Yawgmoth's Bargain/Necropotence (player skips draw step so doesn't take any damage), so maybe something on that should be included, too.

I ran into this on MWS.  Had Necro'd myself down to 4 with GTutor in hand, planning to have 1 life left after casting GTutor next turn.  My opponent insisted that I had to take 1 dmg from the Mana Vault.

You're entirely correct. Note that you can still untap Mana Vault.

For reference this is the oracle text on Mana Vault straight from wizard's homepage. The card as it is printed was changed to this wording a long time ago.
