These are hand-painted cards, perfectly tournament-legal,
2. This is in fact bullshit. It's completely dependent on how much the thickness of the card is modified with the addition of paint, I know at the last GP I was at similar cards to the ones shown weren't allowed simply because they -might- provide an advantage. And yes it is possible to use altered cards, but it's still entirely at the HJ discretion.
