Sorry about the delay in posting the first draft. It won't happen again.
Lock pieces and enablers: 16
4 Megrim
4 Underworld Dreams + 4 Megrim is a nice lock and both casting costs are 3 so Dimir Machinations can get them.
4 Dark Ritual: obvious
2 Urza's Guilt: Does 12 damage all together with 1 Megrim and 1 Underworld Dreams
2 Cerebral Vortex: Can do ridiculous things when mixed with draw 7s. Again Dimir Machinations can tutor this up.

Creatures: 5
1 DSC
4 Nightscape Familiar

Mass Draw/Tutor: 19
2* 1 Tinker + 1 Memory Jar:  Opponent takes 21 damage, 7 on the draw from Underworld dreams, 14 on the discard through Megrim.
4 Dimir Machinations:: Lots of people probably know this is my favorite budget tutor by now but if you want more consistency for around $2 (usd) you should pick this up. Anyway Underworld Dreams, Megrim, Yawgmoth's will, any of the Wishes, etc.
1 Wheel of Fortune: This deals at least 7 damage (on the draw) and usually not as much as Memory Jar does but it seems worthwhile.
2 Prosperity: Do what you want but this is a great spell for you the way the deck is set up. It could kill them while making you stronger at the same time.
1 Demonic Tutor: This is the best tutor and can also be bought on a budget. It will get you anything you want.
4 Recoil: Bounce + Discard is always fun.
2 Mind Twist: Unless you have a fear of MisD in which case you cast and lose. Otherwise this wins the game for you.
1 Ancestral Recall: This is an obvious enough pick.
2 Probe:With kicker this gives you a 3 card filter and your opponent loses 2 cards and hopefully takes at least 4 damage.
*The Tinker + Memory Jar combo I counted as 2 cards total that's why there's a 2 next to both cards.
Other Cards:6
4 Reaserch/Development: with this deck, both activities are useful. I'd recommend going for Research and shuffling a sideboard silver bullet into the deck, or four of them.
2 Rhystic Study: Not great but still helps me get what I want.

Does anyone have an idea as to what to cut? Right now I need 6 cards cut before I test even.

Well have a few questions / ideas.

The fist thing for me to go is the ten creatures.  They really are a week link in this build.  The nightscape familiar has some nice synergy an they're not bad.  I just think there could be something better. If your only target for the tinker is memory jar try  Darksteel colossus.  Its better than all the other creatures combined an gives you a plan B. Plus you only need one an that will free up space.  Other wise tink is a lot weeker, What do you do when both (tink, jar) are in your hand?

Add the vamp.

Two hymn to tourach is to random.  On another post you used Recoil.  For me this card is indispensable with Megrim.  On of the problems with megrim is running out of steam.  Recoils are one of the cards to help fix this.

Mind Twist is unrestricted now.

So many ways to try megrim.  When Niv was printed I rebuild an old reanimate list with Niv an Dragon mage ,(anger). One megrim to fetch if Niv was waxed.
So much fun.  Graveyard hate in the format always had me leave it at home for casual play though.

I would work on your mana base a bit.  Sol ring would be in mine.  An so would at least one or two Cephalid Coliseum.  Another thing to help burnout.   

Just a few thoughts.

I'd play chains of mephistopheles if I was gonna do a black hand control deck.

Changes have been made to strengthen the deck but I still need advice. The deck is 64 cards and I don't know what to cut.
