Target opponent skips his 2nd main phase every turn.
" better think twice before you attack"

I thought it would be cool to force opponent to play spells before the attack phase.

maybe 1/3 and make the ability : T, Target opponent skips his 2nd main phase this turn.

Yes,Tarmogoyf is probably better than Chameleon Colossus, but comparing it to Tarmogoyf is like comparing your girlfriend to Carmen Electra - one's versatile and reliable, the other's just big and cheap.(And you'd run both if you could get away with)

I'm not sure about the templating on this one, but I feel like the majority of the "game-rules" bears have had symmetrical effects (Meddling Mage, Gaddock Teeg, Kataki, etc.), so maybe

Or, if you want to keep the card such that it affects only opponents:

I do like the concept behind the card, though.  My personal preference is for the second mod I posted--a 2/2 (you want a creature than can still attack while modifying the game state)--that affects all opponents.

Ok changed. I think I wont change it anymore unless people feel its overpowered, which it isnt imo.

Name and creature type are open for change though

I think you need to skip all instances of the main phase but the first one in the turn.  See Fatespinner or Relentless Assault for examples.

Also, I'm not sure this card is interesting so much as obnoxious.  I'd like to hear a defense of why the card is interesting.

it would be cool with cards like cryptic command. you know if he attacks, he wont play anymore spells. You can use your resources knowing there isnt going to be a large creature cast after combat.  Also it means relentless assault is useless. cip to damage creatures after combat is also harder, or just sorcery spells after combat.
