Is each part of that ability contingent on meeting the previous requirement? Basically I am asking if I can put the triggered ability on the stack, and respond by pumping a creature I control to 20 power and win the game.

Mayael's Aria has one single triggered ability.  This ability has a slightly unusual wording to it.  Although there is an "if" clause, it is not an intervening "if" clause.  What this means is the ability will always trigger when your upkeep begins.  it will not look at the power of your creatures to see if it should trigger or not.

When the trigger resolves, you carry out the instructions in order as printed.  First it checks if you have a 5 power or greater, and if so gives your creatures +1/+1 counters.  After they have the +1/+1 counters, it checks for 10 power or greater, then after that, checks for 20 power or greater.  So, given the theoretical situaton of controlling Mayael's Aria, a Serra Avatar, and being at 9 life.  The ability resolves, checks sees you have a 5 power or higher creature, and gives everything +1/+1, making your avatar now 10/10 (9/9 with a +1/+1 counter).  The ability then checks and will see that you have a 10/10 creature, so you gain 10 life, taking you to 19.  Now when it checks the last part, you have a 20/20 Serra Avatar (19 life, and a +1/+1 counter), so you win the game
