I want to double varify before I play the deck I want:

Will Sutured Ghoul grow with Lord of Extinction?  I want to say yes, since it does grow with Tarmogoyf.

Strategic planning DOES trigger Narcomoeba's, correct?

The answer is "yes" to both.  Lord of Extinction's P/T i always checking, even when in the RFG zone.  And Sutured Ghoul is always checking the P/T of the cards it removed.

Strategic planning moves cards directly from library to graveyard (and one from library to hand).  Even though you're looking at them first, they're still in the library, then the graveyard, never anywhere else, so Narcomoeba's ability will trigger.

I can't really think of an in-game situation where this is likely to happen, but anyway...

So if my opponent were to play a Sutured Ghoul, and the only creature that was removed was a Lord of Extinction, and then after all that resolved I activated Relic of Progenitus, am I correct in assuming that LoE would check and "see" that it's a 0/0 (even though it's RFG), which would then make the Ghoul a 0/0?

Assuming you mean the Relic's second ability, that's correct.
