I have two choices for decks for an upcoming UNPOWERED tournament this weekend. Meta = Goblins, TezzVault, Oath, Rock, Fish, Zoo, UB Control.

A) Merfolks: (solid deck but ment for powered metagame)

1 Strip Mine

B) BR Painterstorm: (looks funny and strong enough for unpowered.. but I suddenly didn't have the duals so the manabase is screwd... any land (except from dual and rav-dual I can use instead of the one in the deck now?)

What deck would you chose for this tournament? The first one is probably the "safe" choice but the second one looks like alot of fun. Can do some tech with SB also Smile

Is the tournament designed to be no power allowed or are you simply not expecting power?

I'm assuming you mean no power is allowed.  If that is the case I think it would be same to assume they mean no power nine.

That's a few assumptions (you should be more specific).

In an unpowered meta either by choice or force there will be a great amount of aggro strategies as you mentioned.  I would play an Oath deck that tailored to beat up on aggro but also to play well against control.  I don't think you can expect much storm based combo without access to moxes.  Do you have any Dredge in your meta.  It could definitely be a powerhouse in this environment.  You could also try playing it but would definitely be prepared to beat it.  

I'm not sure your first list can be Goblins nor a fast aggro strategy.  I'm not confident that your second deck is fast enough and consistent enough to handle aggro/control match ups. 

If I were in this meta game I would play Oath with Thoughtseize, creatures with vigilance and protection, a solid mana base, and a dedicated sideboard to battle Dredge.
