Of course, EDH is a casual format so each group may use house rules or modifications of this list... but a fair amount of thought and experience goes into maintaining this list, so new groups are advised start here, and it's what you can expect if you travel to a new group.

EDH bannings are made on a case-by-case basis, usually based one of three principles:

#1: A card's power level in multiplayer EDH is signficantly in excess of both it's mana cost AND power level in other formats (due to different rules or game sizes). [Examples include Panoptic Mirror and Biorythm]
#2: A card's dollar cost is prohibitive for most players and the card usually detracts from the playing experience of everyone else in the game [The Power 8]
#3: A card or class of cards can not be consistantly interpreted by all players [Silver bordered cards]

More often than not, principle #1 (EDHBP1) boils down to a "Power:Answer-availability" ratio. This is a spectrum, from easily dealt with by cards that are easily available, to cards which require one of a handful of cards to answer and require that they are available immediately:

A card which can be answered by many other cards, in the majority of colours, can be very powerful without causing problems. Examples include anything which can be dealt with via sorcery creature removal... many cards of this type are played by almost any deck. Cards which can only be answered by one or two colours, or a handful of cards in any given deck, are magnified by the highlander nature of EDH and must be kept under tighter control. Examples include spells which must be countered or proactively prevented from being played via Meddling Mage/Voidstone Gargoyle/Jester's Cap (Coalition Victory/Biorythm) or dealt with shortly via relatively rare cards (Panoptic Mirror) lest they win the game suddenly. An opponent's ability to have such an answer available is severely restricted by the rules of EDH, so the rules must also regulate the existance of such threats.

NB: neither ubiquity among decks (Mind's Eye, for example), nor being irritating to some players (e.g.: Sensei's Divining Top), are held by the current rules body to be sufficient grounds for a card to be banned. Both are relevant to the discussion, but a card must frequently cause actual problems (substantial restriction on deck or game variety) for its ubiquity to be relevant. What constitutes "irritating" varies too much between players to act upon... one man's fun is another man's fury, so again the card must be causing problems for most players to be actionable.

On that note, community input and sentiment are heavily considered, but unanimity among the player base is not required for us to ban a card... there will always be people who disagree with any banning (or lack thereof).

EDH SEPTEMBER 2009 UPDATE

Effective 20 September 2009

*No additions to the Banned List*

*Riftsweeper is Unbanned*

*The Command Zone is adopted*

*The Open Play Rule for Generals is adopted*

*The “Partial Paris” mulligan is adopted*

Although there has been a great deal of debate on cards that some see as problematic (such as Staff of Domination, Eternal Witness, Time Stretch, and Mindslaver), the Rules Committee was not sufficiently convinced that any of these cards currently pose a significant threat to the health of the format. We will continue to keep our eyes peeled.

The Command Zone, created specifically for Planechase cards, is an excellent fit for Generals. Many players actually believed up to this point that there was a separate General Zone, so we feel that this move is consistent with both the direction of Magic and the way players intuitively see the game. The rules will be updated as follows:

8. The General begins the game in the Command Zone

11. While a General is in the Command Zone, it may be played. As an additional cost to play your General this way, you must pay {2} for each previous time you have played it this way.

12. If a General would be put into a Graveyard or Exile from anywhere, its owner may put it in the Command Zone instead. This is a replacement effect. The creature never goes to the graveyard and will not trigger such abilities. Note: The General may still go to a player's hand or library. This will not be replaced by rule 12.

Riftsweeper is unbanned due to it no longer interacting with Generals.

Having two different rules for playing Generals has become very confusing to many players. We’ve chosen to adopt the Open Play rule as the official, and move the League Play rule to the Optional Rules section. The ever-growing popularity of EDH means that there are simply too few Generals available for everyone. We still support local groups playing with the League Play Rule. Note that while some groups play with the rule that the General is “Superlegendary” (meaning immune to the Legend Rule), this is not the official position of the Rules Committee. Generals are still subject to the normal Legend rule. We feel as though the ability to simply replay your General more than balances out the ability of another player to at least temporarily get rid of it via Clone and friends.

So basically two players may have the same General. If player A has a general in play and player B plays the same creature as (players A) from his deck, player B loses his creature and general trumps.

If two players have the same General then "super legend" triggers sending them both back to the Command zone.

As far as the mulligan rule goes, we want players to be able to play the game (and lessen the chance of mana screw) without enabling degenerate combos. To that end, we’ve chosen to adopt the “Partial Paris” (sometimes called the “Brittany”) mulligan. In the Partial Paris mulligan, you may set aside any number of cards from your initial seven and then draw that many minus one. Like the normal Magic mulligan, you may repeat this process, drawing one fewer card each time. Once you have a hand you’re happy with, you shuffle back in the set-aside cards. We feel as though this will give players the maximum opportunity to start with a playable opening hand.

The Rules Committee is dedicated to keeping the format vibrant, alive, and responsive to the needs of its player base. In the coming months, in addition to the normal discussion regarding banning/unbanning of individual cards, will be considering other conceptual areas for the format, such as 1v1 play, the involvement of Planechase, and more.

Thank you

P.S. we are hoping for at least 20 players, please post and tell your friends. Wilson has agreed to increase the prize pool if more people show.

So who's in? and who's your General?

Hope to see you there!
