Wow I never even knew this card existed!  Its amazingly bad, but totaly great for this deck.  

I think part of the idea of this deck is to be awful enough to drum up some support from other players in a multiplayer game.  And just hopefully get there with your general + Sigil of Distinction or something...  Piracy is definatly a good test of Political Test.
