It seems that rules resources are getting thin on-line.  Saturday School is long gone and I didn't realize until now that SCG took down their Ask the Judge service.

I'm pretty sure I understand how Key + Top works.  But, wanted to confirm.

So, is the idea that you can Tap Top to draw a card and in response Untap it with Key and then tap Top again?

Outcome being you draw a card put Top on top of your Deck then draw Top (putting nothing back on your library)....thanks!

That's correct. The reason that this works even though it feels like it might not is because putting Top back on top is part of the ability's effect, not part of the cost. So it doesn't happen (and neither does the card draw) until the ability actually resolves.

You can similarly "cheat" the Top (draw a card w/o putting the Top back) by removing the Top before the ability resolves, through Welder, bounce, EE, etc.

Let me reconfirm this again.

I have a Sensei's Divining Top + Voltaic key + 1 mana in play.

I tap my Sensei to draw a card, without passing priority, I tap my Key+1 mana to untap Sensei. I then tap my Top again to draw.

So it resolves
1. Draw a card and put Sensei on top.
2. Draw Sensei.

Sensei will be in your hand if you only have 1 mana in play. Am i correct?

This is due to a few games I played on MWS, where some players,
1. Tap Sensei, DRAW A CARD FIRST. (Is this legal?)
2. Then voltaic key to untap it.
3. Then draw a SECOND CARD with Sensei on top.

if you have goblin welder and sdt in play?

can you draw the top card, then weld sdt to get a artifact card from your gy to play and still puting sdt on top of the library? just asking if its possible..

When the first ability resolves, the Top is (likely) still in play.  You carry out the instructions, in order.  First draw a card, then put the Top on top of library.  Then when the second resolves, you draw a card (which is likely the Top you just put there), then attempt to put Top on top of your library, but can't because it's gone.

And is it possible that you can get another Card B, instead of Divining Top?

If some spell/ability were to resolve between the top (of the stack) 'draw a card' activation of Top and the bottom (say Top's other ability, for example), then the Top might no longer be the top card of your library when the top 'draw a card' activation resolves

If the Top is no longer in play when it's ability resolves, there's nothing there to be put on top of your library.  The card that's now in the graveyard is an entirely new object with no relation to the permanent previously represented by the same physical piece of cardboard, so the ability won't move it anywhere.
