Simple enough. I'm pretty sure this is below the curve for all values of X - at X=0, it's just Reach Through Mists, X=1 is Opt for 1 more mana, X=2 compares unfavourably with Impulse, X=3 digs 1 deeper than Inspiration, but only draws 1 card, X=5 is unimpressive when compared to Opportunity. Is the flexibility worth paying for? Possibly. The most likely deck to use this that I can think of offhand would be a Tron deck that can make a lot of mana but needs to be able to find its answers.

NB: Rarity wise, this is probably an uncommon. X spells at common are unusual, and this isn't splashy or complex enough to justify a rare slot.

I don't think this card has many uses in any constructed formats, but I love it in Limited.  Cycling it early for U or 1U seems fine, and if you get to the late game and can stick it for X=6 or more, you should guarantee that you're drawing gas for awhile.

If only because it's instant-speed, this could see play in current Standard. They're playing Divination, for god's sake.
