Say I cast time twister, does my opponent mill their top 7 before they draw their 7, or after, or since we both draw at the same time do they mill 1 draw 1 mil 1 draw 1 etc til 7 is reach?  How does this work?

Jace's Erasure uses the stack to resolve, nothing else resolves until Timetwister is done resolving.

When you cast Timetwister, follow all it's instructions.  When you draw your 7 (and your opponent does the same, because they happen at the same time), 7 copies of Jace's Erasure's trigger go on the stack.  Once Timetwister is done resolving, you pass priority and if they pass priority, the tiggers will now one by one resolve.

Pretty close.  Jace's Erasure will trigger 7 times during the resolution of Timetwister.  The triggers will not go on the stack until a player gains priority.  I helps to think about triggers as having two separate events. 

1) The triggered ability triggers.  This can happen at any time.
2) The trigger is placed on the stack.  The can only happen when players have priority.
