When Tin Street Hooligan comes into play, if G was spent to play Tin Street Hooligan, destroy target artifact.

Does this mean "I" am destroying the artifact, and can thus target the pro red Sphinx, or is it the Hooligan targeting?

Whenever Trygon Predator deals combat damage to a player, you may destroy target artifact or enchantment that player controls.

Now this one actually says "you" meaning me, so I assume if I get a Trygon around Sphinx, say with fire/ice equipped, I can destroy the Sphinx, and Trygon does not target the permanent.

I just want to make sure these situations are correct because they can come up often in games.  Lots of sphinx lovers.

It's a triggered ability belonging to the goblin, and the source is therefore whatever color the goblin is (red). You can't target a pro-red permanent. Similarly for Trygon, you can't target a pro-green or pro-blue permanent.
