Fixed version:
Venser, the Caretaker          {1} {W} {U}
Planeswalker -  Venser

+1: Put a Blink counter on target creature you control. Creatures with Blink counters have "If this creature would be put into a graveyard from the battlefield, exile it and return it to the battlefield under its owner's control at the begining of the next end step"

+1: Until the beginning of your next upkeep, target creature you control gains Hexproof.

-2: Until the beginning of your next upkeep, creatures you control are indestructible.

0: Until end of turn, Venser, the Caretaker becomes a 4/4 Human Soldier creature.

Original version:

Venser, the Caretaker    {1} {W} {U}
Planeswalker -  Venser

+1: During target opponent's turn, creatures you control have Hexproof.

+1: Put a blink counter on target creature. Creatures with blink counters on it have "If this creature would be put into a graveyard from play, exile it and return it to the battlefield under its owner’s control instead".

0: Until end of turn, Venser, the Caretaker becomes a 4/4 Human Soldier creature that’s still a planeswalker.

                                       2

I wanted to make it cheap and useful for Fishy decks. It doesn't really do card advantage by pure draw but it can be very good in decks that want to keep their bears alive. It also has an aggro aspect next to the control elements. I don't see the need to give it too much loyalty counters. I think you should be able to protect it with your bears. If not, you failed anyway. I also don't think it is necessary to give it a -1 activation ability. You can't really abuse the loyalty counters anyway, but it will naturally keep growing so it becomes harder to kill with bolts or creatures.

Feel free to completely redesign but make sure the casting cost is 3.

Awesome!
Though it would be cleaner if it just became a 4/4 human soldier creature and did not remain a planeswalker.

+1: Put a blink counter on target creature.
Creatures with blink counters on it have "If this creature would be put into a graveyard from play the battlefield, exile it and return it to the battlefield under its owner’s control instead at the begining of the next end step ".

should probably be:

+1: Until the begining of your next upkeep, creatures you control gain Hexproof.

new addition:
-2: Until the begining of your next upkeep, you gain Hexproof and creatures without flying cannot attack you. (too powerful?)

My vision of your  Venser, the Caretaker:  {1} {W} {U}

+1: Until the begining of your next upkeep, creatures you control gain Hexproof.

+1: Put a Blink counter on target creature. Creatures with Blink counters have "If this creature would be put into a graveyard from the battlefield, exile it and return it to the battlefield under its owner's control at the begining of the next end step"

0: Until end of turn, Venser, the Caretaker becomes a 4/4 Human soldier creature with Intimidate.

-2: Until the begining of your next upkeep, you gain Hexproof and creatures without flying cannot attack you.

That would be too strong.

This is more balanced:

+1: Put a Blink counter on target creature you control. Creatures with Blink counters have "If this creature would be put into a graveyard from the battlefield, exile it and return it to the battlefield under its owner's control at the begining of the next end step"

+1: Until the beginning of your next upkeep, target creature you control gains Hexproof.

-2: Until the beginning of your next upkeep, creatures you control are indestructible.

a) the Blink counters are missing an "instead", I think.

b) This would be...interesting.  I have an alternative design, though:

Venser, the Forsaken   {1} {U} {B}
Planeswalker - Venser

+1: Until your next upkeep, target creature gains, "Whenever this creature becomes the target of a spell or ability, exile it.  Return it to play under it's owner's control at the beginning of the next end step."

0: Creature cards in your hand have Flash until your next upkeep.  If they are cast when they normally couldn't be, that creature gains "Sacrifice this at the beginning of the next end-step.".

-4: Choose a nonland permanent type.  Exile all permanents of the chosen type target opponent controls.  You lose life equal to the total converted mana costs of permanents exiled this way.

EDIT: modified as I failed my Rules roll.

0: Creature cards in your hand have Flash until your next upkeep.  If they are cast when they normally couldn't be, they gain substance until the next end step.
Substance is no longer in the game. The current templating is "...at the beginning of the next cleanup step."

I suppose it's mostly the thought that this format is just one big Mistake; and not even a very sophisticated one at that.
Much like humanity itself.

Edited accordingly.
