Miracle 1 {U} (You may cast this card for its miracle cost when you draw it if it's the first card you drew this turn.)

Can I end of turn, or upkeep, tap Sindbad, draw a miracle, and cast it for its miracle cost, and not have to discard it?

No. The part of Miracle that lets you cast the spell is a triggered ability that triggers on you revealing the card. As Sinbad's ability resolves, you will draw the Temporal Mastery, choose if you want to reveal it, and if you do, Miracle triggers. You continue to resolve Sinbad and discard the Mastery. Now Miracle's triggered ability goes on the stack, but when it resolves, you will not be able to play the Mastery since it is now a new object in your graveyard that the triggered ability can't find.
