I just really like the fact that it's another Abeyance/Orim's Chant/Time Walk effect that is also a board sweeper/board control/win condition.
Albeit its 2 of the most uncommonly used colors in vintage, but it's very interesting none the less. Something along the lines of "upkeep, kill your snapcaster/noble(s)/Thalia/Bob/Welder, and ping you for one, no spells for you!  Or simply "tap your Blightsteel, and no spells for you".

I'm not sure this card has much application in Vintage because of the colors, however this card is a one sided Pyroclasm and Orim's Chant in for Standard.

Yeah, I don't think this is playable at all.  The scenario you described (kill bob, ping you, no spells!) costs 2WR.  Is that really an effect you want to pay 2WR for?  Orim's Chant and Abeyance don't see play as it is.  This is more flexible, but at the price of being much more expensive to cast.  Standard players are frothing at the mouth about this, for whatever reason, but I don't see it doing anything in Vintage.

If you got the chant for free, then I'd consider it. Maybe in some sort of aggro beats/slight deck? Not that I think such a deck is viable, but it'd be a quasi-sensible fit for one if such a deck existed.
