These are the best ways to get your question answered in a quick, coherent manner:

1.  First, Look up the latest oracle card text.  You can do this at gatherer.wizards.com for the latest text straight from the WoTC site.  Clicking on the link to the card also supplies rulings for that card, which may be of use.  Star City www.starcitygames.comis also a good place because when you search for a card and go into the individual card page, you can click on a link that has all rules questions matching that card from the Star City "Ask the Judge" database.

2.  If the question is a mechanic-type question or something that can't be answered just with card text, look here www.wizards.com/default.asp?x=dci/oracle for a link to the latest Comprehensive Rules document.

3. Check that the question hasn't been asked before by using TMD's Search Function. Uncheck all boxes (the Check All box can also uncheck all boxes) and then check the box for the Rules Forum. If the card on which you're searching for information doesn't bring up an answer, try again with similar cards, if there are any.

This is the BEST way for you to LEARN the rules/ruling and think it through yourself and retain that knowledge, rather than just getting the "correct" answer.

If you still have questions or aren't sure, then the next step would be to post your question here.

PLEASE do the following when asking questions:

- Quote the ORACLE card text if you have questions; it's especially good to post the entire text instead of saying "relevant text" because the latter eliminates context and may remove text that was, in fact, relevant in the first place.

- quote the sections of the rules document that you aren't clear on.

If everyone does this, not only will they get the "correct" answer, but you will get more detailed explanations and you will understand where the correct answer comes from, not just get the correct answer.

Rule #4: Please name your topic accordingly. For someone looking for a question that's already been asked "dumb question" is too ambiguous a thread title.

I realize that every one who ever answers any questions here means well, so I'm not trying to shoot anyone down (unless you don't mean well, in which case I am).  This is a rules forum, not a discussion forum, so extraneous unnecessary posts make it more difficult for people to find the answers they're looking for.  Any time you're answering a rules question and your answer is going to contain "I'm pretty sure..."  or "I would think...," your post is going to end up needing a follow up from someone who is completely sure either backing up or correcting your answer before the question is really definitively answered, meaning your post is likely of the extraneous and unnecessary variety.

I don't want to discourage anyone from answering questions when they do know the answer.  Doing so helps people who ask the questions get their answers as quickly as possible.  But, if you're aren't entirely certain of your answer, have faith that someone else who is will answer it shortly.  I check this forum at least once a day myself, so even if no one but myself knows the answer (leave me my delusions of importance), the answer will be usually no more than a day away.
