Or they could just use the same rules that currently apply to two-sided cards. It's perfectly legal to have your Huntmaster of the Fells in a 1" thick, barcoded, GPS-tracked plastic case since it's represented by a near-worthless checklist card in zones where the case would be a nuisance.

The DCI floor rules could be adjusted to account for the fact that shuffling $1k pieces of cardboard is retarded. Even if you're required to own the cards and have them at the event, there should be no requirement that they be in shuffled, much less shuffled in flimsy sleeves, much less potentially handled by your opponent.
