I currently run a slightly altered version of stacker 3.
The deck is pretty good when it goes off, but its consistency is down.
The deck lacks moxen.
However I do run 3 city of traitors and 3 workshops (all I own).
For the life of me I cannot get it to consistently go off as much as I would like.
I sometimes will not have red mana to drop welders, and pillars..

I sometimes draw too many mountains and instead cannot get enough mana to drop my jugg's or su-chis fast enough to actually be considered a threat.

Any ideas?  Or is this not a considerable problem because I simply am thinking the deck is slower then it really is.

I have no power, no 4th City and no 4th Workshop.. Any ideas?

Ugh. Sorry to say, but you need the power. The deck is rather slow without the extra mana to play 1st turn Pillar, Sphere, Jugg, etc. At least you have Workshops, you may want to look into semi powered Slax then.

My limited suggestions are to use Ancient Tomb, Lotus Petal and at least 9 Mountains (You say you run 10, but list only 8). Also run 4 Su-Chi along with the 4 Jugg's.

Oh sorry about that, I typed up the original post at school then went home and posted my deck.. Shows how much I learn at school.. I CAN COUNT!  Very Happy
Anywho.. What cards in the manabase I think are hurting me most are the monolith and the mana vault.  They allow for the speed I always need but then a turn later I am hurting just as much if not more then I was before I played them..

Monolith is pretty assy in a fully powered build. In a unpowered build I imagine it's even worse, feel free to dump that.

Vault on the other hand is useful for 1st/2nd turn big critters.

Again Lotus Petal is somewhat worthwhile because it accelerates the deck slightly and can make red mana for first turn stuff like Welder + Sphere drops.

Also how comfortable are you with all those Shrap Blasts? If you cut 1/2 and maybe a lock piece you can fit in Metalworker which is very good, espically since you do have some Workshops and City's. Even if you don't cut that stuff, you should really look into Metalworker for a boost.
