Use Serum Powder to get balance or a way to get it in the opening hand. Of course there are other hands that you would keep as well. Play the first balance to knock them down a little and then by the second balance you should have won the game. Any suggestions for different card choices? Better mana base selection?

It is an interesting idea, but personally I just really dislike Serum powder if it's not in your opening hand.

Why Gorilla Shaman? Is it very important to eat the moxen?
Have you tried cutting the Shamans and adding 4 Mishra´s Workshop? Why not a Lion´s Eye Diamond?

I don't think that Workshop would serve any purpose as the only 1+ cc artifacts he has are the serum powders which are not really playable cards by themselves.
If I read the deck correctly it basically tries to kill the opponents card advantage through recurring balances to keep them taking damage from the racks.
While this is an interesting idea i think that it might not be enough of a kill condition to do anything significant. With only the racks and mox monkeys doing any sort of damage, yo aren't looking at a really threatening combo with the recurring balances.
If you wanted to focus more on the discard aspects of the deck to make the racks more attractive you might think about adding in black for duress, cabal therapy, hymn, mind twist and even pox as those are all solid discard mechanisms.

Maysonnet was running Bazaar of Bagdad and Library of Leng in his infamous Rack Balance deck. Bazaar has a great synergy with Balance and Library allows you to cycle really quickly through your deck. He was also running cheap burn (Lightning Bolt) because It's removal, quick damage, and fits rather well in the hand depletion theme. I'd run Impulse over Gorilla Shaman.

I made a long time ago a casual Turbo-Balance deck, here are some card choices that i think have great synergy in the deck:
Gustha's Scepter: Allow you to hide cards, use Balance and recover them in the next turns.
Urza's Bauble: To reduce the card number of the deck, great after use Balance to recover your hand.
Lodestone Bauble: You can use it as 4 more Urza's Bauble.
Mind Bomb: Little damage to your opponent and a way to discard cards in order to play a devastating Balance.
Lim-Dul's Vault: An interesting tutor in this deck.

Random Brainstormed Considerations:
Zuran Orb is a possible 'Geddon by ZOrb'ing away all of your dirt then passing priority after Balance.
Orim's Chant is a possible means of resolving Balance which you'll especially want to do when ZOrbing your dirt.
@Toad: Is Maysonnet the fellow who popularized classic 4 Bazaar, 4 Balance tech circa 1994?
Bazaars are the way to go if you wanna help yourself and hinder your opponent with Balance. I'm not sure that Racks are sufficient threats these days.
I also keep wondering if this deck might be able to make good use of: Peace of Mind, or Solitary Confinement.

Zuran Orb- it's good with balance but it doesn't do anything on it's own. And for aggro I'd rather have better answers. You don't have to kill all their lands to shut them down. Orim's Chant-maybe Baazar of Baghdad-I think the engines in this deck are better for card advantage and finding balance Mishra's Factory-great but where's the room? It's very good against aggro and control. Lightning bolt-only good agaist phid control and aggro Impulse-I used this in earlier versions but I was hoping Serum Powder would deem this unneccesary
Do you think this deck will be strong enough with serum powder to get balance consistently enough in the early turns? Now, there's room for gorilla shaman to deal with moxes. Chalice of the Void was printed so it has a chance against combo. Earlier versions were great against mono-u, urphid, aggro, and aggro contol. Decks without the potential for great brokenness basically. But the keeper and combo matchups were very difficult. Do you think it now has the tools?
