Everyone has their favorite deck for casual play. Here is mine ...

I've used this deck off and on for a few years with some changes as tha card pool changed. I wanted to create a deck that was somewhat competitive and actually had a game at times against powered decks. It has counters, removal, ld, and beats. It was modified to take Dragon and Stax down but I never play it now at tournaments as it really is janky for competitive Type 1. The idea is to disrupt the opponents game plan long enough to lay a beating on them. A full compliment of spells attack their land base and others bounce or counter permanents in play.  

The creatures ...
Merchant Ship - I love this little guy ... if he is not blocked early and often he is very troublesome. And he has been sitting in my binder for ages as well.
Fog Elemental - He is my blue Fireblast
Dandan - what a bargain at the cost
Manta Ray - This is the finisher - an unblockable weatherlight creature - with curiosity so good.
Dream Thrush - I fell in love with thrushes when I built a u/g forestwalk deck. The old burn 'em, Ernham variety. I found they were great at screwing up the math for casting spells as a bonus.

The counters ...
FoW - no explanationj
Seal of Removal - this is the most overlooked in Vintage. So good so many times. Especially now with much less enchantment removal about.
Phantasmal Terrain, Null Rod, Stifle -  more land screw for the masses and stifle can do more.
Psionic Blast   - useful and my only burn.

The draw ...
Curiosity - as the curious fish origionator, you must know that I;ll play these.
Mystic Remora  - it is no damn good sitting in my bnder. I usually manage a few cards off this.

This looks like a fun deck to play (and play against), but are you sure that using so many islandhome creatures is a good idea? They force you to use cards to get around their weakness, which could create problems with a bad draw (i.e. one without the supporting cards). Blue doesn't have that many great aggro critters, but maybe cards like Man-O-War or Rishidan Airship could get the job done? Maybe even Daring Apprentice or Voidmage Prodigy could work here, adding some extra protection alongside the Force of Wills.

If you do want to keep the Islandhome/land-altering part of the deck, maybe Seasinger would be a good sideboard choice over Legacy's Allure? It has the vulnerabilty of being a creature, but it doesn't have the "down-time" that Allure does (aside from summoning sickness).

I have a similar deck I've been toying around with for a few months:

3 Faerie Conclave

4 Man'o'War
4 Willbender
4 Cloud of Faeries

4 Force of Will
4 Memory Lapse
3 Misdirection
3 Snap

4 Curiosity
3 Mask of Memory

So its basically a Fish deck thats super good at beating aggro
I'll give a few explanations as to some of the wierd choices:
Maze: Stops anything but Flings.
Dibs:  He's the big man of the deck and a really good finisher.
Man'o'War- Probably one of the better Tempo creatures ever, its just fun and can also recycle spent Benders.
Bender:  My favorite card from Legions is just allways useful.
Memory Lapse:  These are basically Time Walks, giving me an extra turn with the board in my favor.
Snap:  It's free and since the deck has no excellent turn one drops other than Conclave, its amzing when you go Snap-Cloud-Standstill on your turn 2.
Mask:  It's kinda slow but with all of the Manlands, much more effective than Curiosity would be.  I'm also free to run 3 instead of 4 because it sticks around better than enchantments.

We are talking theme fun deck here. No doubt that the deck is predacated on me finding the Thrush or Terrain. That is seven cards though and I have a support in removal and mana denisl until that happens. Seasingers are actually pretty cool. I forgot how much i used to love them and really why not put them in the side. How cool would it be to steal Dreads and Togs.

There was a deck I played long ago called White Ice. It was blue/white and used Winter Orbs, Undiscovereds, Memory Lapses, etc. to lock down the opponent and then win. Kind of an early Mud we played back when. There was also a Black Ice version. Your deck could conceivably use some of these tactics updated with Damping Matrix, Wires and Orbs.

Thanks for the ideas bebe.  Memory Lapse has always been one of my favorite cards and I'm always looking for more decks to throw them in.

I've been toying around with aggro decks with blue, and i've begun to like them quite a bit. Although, i still include green, for rancor and Gaea's Skyfolk.
