Statesman's Cloak

Equip 0
At the beginning of your upkeep, put a study counter on equipped creature.
Equipped creature can't be blocked by creatures with power less than the number of study counters on it.
See, the statesman guy gets all friendly with the locals. Eventually he's so "in" with everybody that no one will block him, and will just let him slide right on past.
What if this were based on the creature's casting cost instead of power?

Only thing I see wrong with this: use charge counters. They may be less flavorful, but they have a more universal feel and more interactions with other cards.

I don't want this to use charge counters. There's no flavor for them to, and there's no reason why a Coretapper or Power Conduit should be able to charge this up (or have something else be charged by the Cloak, in the Conduit's case). There's just no reason to.
Also, study counters already exist (Pursuit of Knowledge and I think some Destiny creature enchantments), so I'm not even making a new counter type.

Using things besides charge counters doesn't prevent Power Conduit from taking them and turning them into charge counters or +1/+1 counters. It just removes a counter (no specified type) from any permanent you control. That's why there was that whole hullaballoo over Power Conduit + Decree of Silence.
