Shouldn't this be a 0/0 creature that comes into play with a +1/+1 counter on it? Otherwise, it's going to remain a 1/1 for the vast majority of games in which it's played.

That may be more intuitive, but the current wording shouldn't stop it from getting counters.

Oh...of course. The first upkeep, it has zero +1/+1 counters, you pay zero, and get a +1/+1 counter. If I missed that, it may call for reminder text.

Making it a 1/1 again should fix that. Im uncertain how the power level changes though.
