Kinda like March of Machines but unstable.

Enchantment
When this comes into play put 2 time counters on it.
All Artifacts are creatures with power and toughness equal to their converted mana cost.
During your upkeep remove a time counter from ~this~.
When you remove the last counter all artifacts deal damage equal to their power to their controllers.

Pretty flavorful. The mage casts a spell to animate his artifacts for his own defense, but it's only a matter of time before they go all Skylab on him. Alternately this could be used to hose prison decks but you're going to need something to deal with the fact that you just gave them a free Karn.

Has a side effect of hosing Moxen as well now that I think about it. Does that fact alone warrant a cc boost, or is it fine as is, in the face of Chalice and such?

I think you should make them fade counters. After the artifacts deal their damage, they should not be permitted to remain artifacts. Maybe have it be 'Fading 1' and then have it say "Whenever you sacrifice ~this~, artifacts deal damage equal to their power to their controllers."

That way, you both turn the artifacts back into normal artifacts and you don't have a messy enchantment cluttering up the table. This is, of course, unless you intended for it to remain in play after the time counters are gone. Just doesn't seem to fit the flavour to me, though.

I considered Fading counters, and I guess they work. I don't want the artifacts to attack if the enchantment is randomly Disenchanted or anything though. Will this wording work?

Works for me, and doesn't introduce extraneous counters into the mix. Plus, by using the Fading mechanic, you automatically ensure that this goes away when it's done, which makes me feel better about it.

Note that Phasing 2 would mean that this thing will survive for 3 turns.  I think you should make it Phasing 1 so it can double as sideboarded artifact hate.
