When ~this~ comes into play, draw two cards, then discard a card.
At end of turn, discard your hand, then return ~this~ to your hand.

I would be interested to know if it is an Instant or a Sorcery. Even a Sorcery seems very strong in a combo deck that plans on winning that turn, Grafted Scullcap did the same thing for a lot more mana and slower.
Of course you could make it an Enchantment that gives you 2 cards when it comes into play but causes you to discard your hand at the end of the turn.
Another alternative is to make it into a 'Two Wishes', giving you the option of using the 2 cards before the end of turn (not necessarily your turn) or losing them. Three Wishes was bad enough, despite my best efforts to use in Blue casual decks (look at it as a Blue Untamed Wilds) so cutting it down to 2 cards might make the low low casting cost of U acceptable.
Didn't someone do a really good 'fixed' Ancestral for U a while back? I doubt if there is room for 2 good Blue card drawers at U.

did they? I tought that was shot down. The reason I didn't choose a type yet is because it's up for debate. I'd like it to be instant, but I'd say enchantment could be funny.

I like enchantment.
But costing this at U and making it a enchantment seems kinda unfair, this could in worst case ruin all cases you have of playing something, because of the discard. How about:
Cumulative Upkeep: 1
When ~this~ comes into play, draw two cards. During your upkeep you may choose to draw two cards. If you do, discard your hand at end of turn.

It's not exactly like your card and is probably overpowered but it looks really cool to me.
