Alpha playability

I remember an old rule that says you can not play an Alpha card, unless the deck was made of Alpha cards.

1. Is this rule still true, (because I may start playing in Germany and need to know because I never heard of a proxy tourney in Europe)?

2. Does it differ among different countries or play areas?

You're fine as long as your deck is sleeved and you make sure that the sleeves that the Alpha cards are in are changed regularly enough so that they don't wear differently due to the different corners.

Sure, just make sure you bring a family pack of sleeves. Realy. You might need them.
