My opponent drops the work shop and taps to play CoTV for 1, if I daze the Chalice, he can't pay the extra cost of daze with his float Workshop mana can he? Or am i misinterpreting the Only use to cast artifacts part of workshop.

No he can't.

Daze does not add mana to the cost of the artifact spell.  It is its own effect, and workshop mana cannot be used to pay it.
