White needs some kind of card drawing if its ever going to be good. I wanted to come up with a way of drawing cards that was uniquely white and works with white’s themes. One of the things white does is search for plains and put those into its hand, ex. tithe, land tax, and many others. This compliments that theme and turns those plains into real cards in a very powerful way (the tax scroll engine just isn’t good enough for modern magic).

I’m not sure what kind of deck could best use this. Control might have trouble since it wants to hold answers in its hand and if it held even 3 or 4 spells then this wouldn’t draw it that many cards. I suspect some aggro deck that could dump the cards it drew fairly quickly would be best.

I considered making this WWW, but since there is no white acceleration and turn 3 is too late to matter I thought 1WW was best since then it at least has a chance of dropping on turn 2.

It's really ugly to mention phases. Can't this just be at the beginning of your upkeep? It would still work with land tax, because as the controller of both, you choose the order they go on the stack.

I agree that mentioning phases is really ugly. I winced when I wrote that, but I needed to make it work with land tax. For some reason I had a brain freeze and forgot about stacking effects. Change made.

Wouldn't white carddrawing be symmetrical by definition? It seems only fair.

I don’t think so. White is the color or rules, law, and order, laws are not necessarily all symmetrical. The government can in a very orderly fashion take my money and use it to fund agricultural subsidies which are not fair or symmetrical in any way.
Besides symmetrical card drawing like prosperity is already in blue’s part of the pie.

this with Land Tax rocks.  If you have no cards in your hand and you have this and Land Tax out and less lands than your opponent, you just got a new hand!

It definitely rocks with land tax, but I don’t think its too good. After all, it’s a two card combo that doesn’t win the game, requires you to play white (the worst color), and is conditional on your opponent playing more lands than you.
It’s no necro as far as power level, but I wanted a fair way for white to draw cards that was in flavor and good even if not great.

This is way too strong with land tax. You could draw your entire deck over a couple of turns by using multiple taxes.

That’s a three card combo, all in white, with 4 colored mana involved, that only works if your opponent wants to let it work, that when everything is running lets you draw  a few more than 6 cards a turn. For 1 less total mana (and 2 less colored) you could cast rector, cast therapy, flash it back and draw 19 cards right now. Plus that has built in disruption, isn’t dependent on your opponent, and is one fewer card.

We don’t have to worry about tax anywhere other than type one, and in type one this is no threat and in fact is totally outclassed by the real white card draw engine that is rector.
