Hey, not bad! Nice and simple. Oh, FYI, the power/toughness goes before the text box:

Shadow Elemental
BBB
Creature -- Elemental
0/0
Black creatures gain +1/+1 and Fear.

Also there are two hyphens in the creature type line. These are not big deals but it does save time for everyone to standardize stuff so I can just copy/paste it into the master thread.

Interesting,  I like this card not only because it is simple but it can be ritualed out which is always a bonus.  For the casting cost and effect I think it would be ok to increase the power to a 1/1.  This would be a nice addition and it doesn't seem to overpower the card.  It reminds me of Ascendent Envincar just without the -1/-1 for non-black creatures.  It might be cool to incorparate that somehow.

1BB seems fair enough as a CC.

I think the idea is to have it be a very black creature; one that truly deserves the BBB casting cost.

I like the card, although it could probably be a 1/0

This is now even better in muliples.  2 Shadow Elementals = 2 3/2 Black Creatures with fear that give all other black creatures +2/+2 and fear!

Would it applying only to creatures you control be too good?

I think it should stay the way it is and not change the ability to give juyst your creatures the bonus.  IMO that would be a little to good.

Nitpick: Normal templating intends "get" for p/t changes, "gain" for temporarily added keyword abilities and "have" for permanently added keyword abilities (cf. [Card]Goblin King[/Card]). So you would get:

"Black creatures get +1/+1 and have fear."

Generally speaking, you don't have to worry about templating - I fix that kind of thing as I add the card to the master list. If I can't figure out a proper wording, I'll bring that up before closing the thread. Thank you for paying attention, though, and welcome to the forum!
