Force of Will a spell 2x

I play Mind Slaver and use it on my opponent.

His hand after his draw is Fowx2, Exalted Angel, 2 blue cards.

He has just enough mana to cast his Exalted Angel.

Can I force him to play his Exalted, use Fow#1 pitching a blue card countering angel THEN use Fow#2 pitching 2nd blue card also countering angel.

I think I can because Fow#2 will resolve and Fow#1 will then not have a target and fizzle, but I just want confirmation.

You can indeed do this. The Angel will not resolve.
