Becuase a card like this needs to be made.

Point: Cards like this should be created because Type One needs a very cheap way to hose flying, should the need arise.

As for its impact in other formats.  It would be useful to have a single color having an answer to good flyers.  It won't make much of an impact in Limited becuase it probably isn't good enough to maindeck.  It needs to cost so little to be playable.
