Elder Scrolls 0 Artifact If a land would come into play tapped, that land comes into play untapped instead. If a land would come into play untapped, that land comes into play tapped instead.

And it's a hard lock in mono-blue Stasis with Forsaken City.

And it's a hard lock in mono-blue Stasis with Forsaken City. This only taps lands, so a deck running any non-land sources of mana can still function at least slightly. Moxen and all the other artifact mana sources still get a use, as do ESGs, Rituals, etc. It'll certainly hamper the opponent's plans, but provided they have an answer to either the stasis or the artifact maindeck, along with the necessary mana to cast it they can still break out. Why would you want to bring Stasis back anyway? It's the most tedious matchup on the face of the earth, I can't think of one person who enjoys playing it. At least MUD decks have the decency to win after a few turns of lock via Karn and Welder beats. Stasis games just drag on and on though.

I guess I am the one person who enjoys playing Stasis. This could be paired with Null Rod to shut off artifact mana, but if we don't really need a half a Root Maze for every color, how about this:

This was actually an idea a friend of mine had that I thought was pretty cool.

Now that is one cool idea.
Change the name, (What do Scrolls, and Elder ones at that have to do with Land?) and make it more playable. Yep, that's right, you heard me, MORE playable.
Make it one mana, zero mana, or a cantrip. Either one works. That will make it tournament-quality, and I too love the stasis deck, as well as game-altering artifacts. Howling Mine, Winter Orb, etc are all among my favorite cards in the game.
Not to mention Zur's Weirding. That's just a cool name for a card.
I'll pitch the name:
Polar Orb (or Globe) 0 Artifact If lands would come into play untapped, they come into play tapped. If lands would come into play tapped, they come into play untapped.
Reminds you of ol' Zuran, doesn't it? *tear*

I happen to like the name, but perhaps it doesn't fit here.
I don't know about a 0 mana casting cost, maybe 1 mana. It would be nice to get this on the board early, but I see this as a Winter Orb-type card (which costs 2 mana).
I like the cantrip idea (When ~this~ comes into play, draw a card), but I really don't think it's necessary.
Other thoughts?

I wasn't aware of such a card, but upon reviewing the artifacts in the master thread, I found this:
Actuator 3 Artifact Whenever a permanent comes into play tapped, untap it. Whenever a permanent comes into play untapped, tap it.
Was this created by dandan? I suppose my card is quite similar to this. I can't think of many permanents that come into play tapped other than lands (and Nevinyrral's Disk). I guess this undoes what Kismet and Root Maze does. I could change my card to:
Elder Scrolls 0 Artifact If a land would come into play tapped, that land comes into play untapped instead. If a land would come into play untapped, that land comes into play tapped instead.
(Which would allow you to play a deck consisting primarily of comes-into-play tapped lands and perhaps swing the tempo). Or scrap it all together. What say you?

This is really similar to actuator, except less interesting. I'd say either scrap it, or make it do something at least somewhat different.
