I'm confused on dragon's win condition. Since Ambassador Laquatus mills three cards at a time your opponent could potentially be left with 2 cards in his deck giving him 2 extra turns to kill with. If Sliver Queen was used instead as the kill condition, then the opponent would only get one turn, unless he pulls a Balance. Wouldn't it be more logical to just run the Sliver Queen instead of Ambassador.

you can still use the Ambasador's ability if there's only 2 card left in their library (if i remember correctly, this isn't from experience, only experience from other milling effect used on Mtgo).

their last 2 cards plop in their grave, and they lose on their draw step.

People can mill and draw even if they dont have that amount of cards left in their libraries. So laquatus makes them mill out then loose in their draw step unless you ancestral them or make them draw for some reason then they die right away.
