1. can you counter a card being played as a morph creature? (and as a side note, is the card being played or cast as a morph creature?)

2. I cast R&R on 2 targets, my opponent welds one out of play, does R&R still kill the other or does it fizzle upon resolution because one of its targets is no longer legal?  Also would F/I work if I target 2 welders, and 1 gets shot with a Trike token?

1.  Face-down creature spells can be countered like any other creature spell.  "Cast" is an obsolete term for "Played".  They mean the same thing.

2.  A spell or ability is countered if all of its targets are no longer legal when it tries to resolve.  However, if any of the targets are still legal, the spell will do as much as it can and will still affect the legal targets.
