If you mean by cumulative that when an opponent draws one card, you can pay three mana and thus draw three cards : No
Here the wording would have been: If an opponent draws a card, you may pay , if you do, draw x cards.

If you mean by cumulative that when an opponent draws three cards, you can pay three mana and thus draw three cards : Yes
Three cards drawn (like Ancestral Recall) is actually worded as: Draw a card, Draw a crad, Draw a card.

If you mean by cumulative that having multiple Mind's Eyes out would let you pay 1 for each Eye per card, then yes, they are cumulative. If you have two Eyes out, then whenever they draw a card, each will trigger, and you can pay for neither, one, or both triggers.

Weird how the "is" instead of "are" made me totally forget about mind's eye in the plural form...
