Here the wording would have been: If an opponent draws a card, you may pay {X}, if you do, draw x cards.

If you mean by cumulative that when an opponent draws three cards, you can pay three mana and thus draw three cards : Yes
Three cards drawn (like Ancestral Recall) is actually worded as: Draw a card, Draw a crad, Draw a card.

If you mean by cumulative that having multiple Mind's Eyes out would let you pay 1 for each Eye per card, then yes, they are cumulative. If you have two Eyes out, then whenever they draw a card, each will trigger, and you can pay for neither, one, or both triggers.
