I'v heard conflicting things about Blood Moon, if there is one in play and i cast
a Price of Progress, will my opponent take damage if he has a non-basic land
in play/

The answer is yes, your opponent will take damage.

All Basic Lands now have the supertype of "Basic Land - Mountain (or whatever)". Blood Moon doesn't add the supertype, it only changes their type to mountain.

Blood Moon creates a bunch of non-basic Mountains.

Yes.

Blood Moon adds the subtype Mountain to all non-basic lands.

This causes them to lose all their ability text, and only tap for Red mana.

However, it does not add the Basic supertype.  The lands will still be non-basic.

PoP will see the non-basic lands and will deal damage to players as appropriate.

Note that prior to the 8th edition rules update, Price dealt zero under a Blood Moon. The addition of the "basic" supertype changed that.

Does this mean that artifact lands with Blood Moon in play will have the type: Land - Artifact, Mountain?  and tap for only red mana?

Actually, it will be Artifact Land -- Mountain.

But, otherwise yes. Smile
