Whenever a player plays an instant or sorcery spell, each other player may pay 3.  Each player that does puts a copy of that spell on the stack.  New targets may be chosen for the copies.

I think the wording would be better as:

Whenever a player plays an instant or sorcery card, each other player may pay {3}. Each player that does may copy that card and play the copy without paying its mana cost.

That wording avoids ugly references to the stack and follows the patern laid out by Isochron Scepter. It still has some weird effects, by letting people cast sorceries on other people's turns. What happens when somebody casts Relentless Assault?

No, it wouldn't. It's because the effect only triggers when somebody plays a card. Copied spells aren't cards, so they don't trigger the ability again.

The existence  of Vedalken Orrery is a strong hint that there aren't any rules issues with playing sorceries on other people's turns.

Yeah, there's nothing wrong with it. I do think this should stay at 5-6 mana, though. 4 is a little low for an effect that might be really strong in multiplayer/team games.

If someone were to play relentless assault on another player's turn, they would get an attack phase during that turn, however they wouldn't be able to attack during it. I actually asked this question once.
