Balanced card, not stritcly better then Prodigal Sorcerer, very mana intensive and potentially a fish killer. Great for chaos matchs. Waddaya think?

Blue isnt supposed to get burn, this is conditional but the condition is not very limiting.  Make it "Whenever an opponent draws a card excluding the first card duing his or her draw step...." similar to Chains of Mephistophles.

Then it would just be worse then prodigal sorcerer in everyway. I know that blue isn't supposed to have the "pinging" abbility anymore. But the point was to create a "prodigal sorcerer" wannabe that while useful in limited could be very good in T1. But i still think it's a good card. Maibe change it's name and color and make it red?

Worse than Prodical? At present you can attack for 1 and ping plus you have a reusable machine gun in multiplayer. At the very least make him tap to ping but let him untap if you pay 1 mana when an opponent draws a card. I'd also consider maiking it a 0/1 to keep it from attacking normally. I disagree with the comments on colour, this feels Blue to me rather than Red (since when has Red cared about anyone drawing cards?) or Black. It does, however, need to be weaker than the current version.

There's one too many Chains of Mephistopheles in the world already. Never, ever use that wording.
