Wow, the DCI listened to us, then completely changed 1.5. They made it have more artifact acceleration than t1, so I decided Belcher could be a good call. Here's the ROUGH decklist. I want to get the ball rolling on the development sooner rather then later, so here it is.

Not having to worry about Workshop->Trinisphere is insane. I have absolutely no idea what the meta will look like after this announcement, so I won't bother with a SB. I expect a lot of decks to pack Null Rod, due to this deck's ridiculousness. That makes me want to side 4 Oxidize, but I am not sure. After the dust settles I will tune it more.
I don't have much strategy to say about the manabase. It is all of the fast mana in the format.
Duress and Welder combat the counters that you might have to deal with now that monou can run 4 Sapphires. If it becomes big expect some SB Xantids.
Spoils is the best tutor I can fit into this. You can randomly die, but Enlightened's delay is really annoying.
Whispers is the only non-blue draw I can fit into this. I might be adding Blue for FoW, TfK, BS, or other cards I can't think of now. This should be tested, but in my little bit I didn't like the slowdown.
